It is clear that any reduction that can be achieved will have a significant impact on total energy use and, therefore, on CO2 emissions, without forgetting the positive effects on public finances. Disasters have quite often a devastating effect on people’s lives, their livelihood, the economy and the environment. This has led to a further strengthening of EU and national/regional instruments in terms of the civil protection legislation.
