Hen is specialised in policy consulting for local and national authorities in the area of European developments. In this context, he has developed numerous transnational project concepts and advised authorities about how these concepts can be converted into specific project proposals. With proven success, he has sharp insight for creating the best possible match between the policy objectives of an organization and the objectives and criteria of European programmes.

Hen has a long and varied career behind him in central government and at institutions which are associated with the European Commission. For three years up to 2004, he was deputy programme director of the Interreg IIIB NWE programme in Lille. There, he was specifically responsible for project development and assessment. Prior to that, as deputy International manager at the then National Land Use Planning Agency at the Ministry of Housing, Spatial Planning and Environment (VROM) in The Netherlands , among other things, he was occupied with the development of the Operational Programmes for the transnational programmes of North-West Europe and North Sea Region, and was he project manager for the project on the Spatial Vision for North-West Europe. Hen was also strongly involved in the development of the Interregional strand of Interreg and he coordinated the development of the first Operational Programme. Hen is selected as an expert for the Urbact programme.

Up to 2007 Hen was responsible for building up the new consultancy firm Haute Europe in The Netherlands.

In 2008 he became a partner in Grants Europe Consulting and in 2009 he became Managing Director of EU-Liaison. In these positions he supervised the development and management of several EU Cooperation projects in all Interreg strands and in Urbact.
